农业科技创新及成果转化是国家保障粮食安全、实现乡村振兴的重要途径，当前农林类高校科技成 果转化面临着科研经费浪费、转化积极性不高等风险，这与关联交易规制缺失、科技成果与市场需求脱节、 中试平台缺乏及知识产权保护薄弱等因素密切相关。有必要从系统性、联动性研究视角入手，通过完善 关联关系披露责任制；建立“市场—科研”双向反馈平台；形成“政府—高校—企业—农户”四元融合 模式、强化知识产权保护等举措，提升农林类高校科技成果转化全流程中风险规避的能力与效应。
