摘要

农业科技创新及成果转化是国家保障粮食安全、实现乡村振兴的重要途径,当前农林类高校科技成 果转化面临着科研经费浪费、转化积极性不高等风险,这与关联交易规制缺失、科技成果与市场需求脱节、 中试平台缺乏及知识产权保护薄弱等因素密切相关。有必要从系统性、联动性研究视角入手,通过完善 关联关系披露责任制;建立“市场—科研”双向反馈平台;形成“政府—高校—企业—农户”四元融合 模式、强化知识产权保护等举措,提升农林类高校科技成果转化全流程中风险规避的能力与效应。

Abstract

Agricultural science and technology innovation and the transformation of achievements are important ways for the country to guarantee food security and realize rural revitalization.At present, the transformation of scientific and technological achievements of agricultural and forestry universities is facing the risk of wasted research funds and low motivation for transformation, which is closely related to the lack of regulations on related transactions, the disconnection between scientific and technological achievements and the market demand, the lack of pilot platforms, and weak protection of intellectual property rights. It is necessary to start from the perspective of systemic and linkage research, and improve the responsibility system for disclosure of related relationships, establish a two-way feedback platform of “market research”, and form a four-dimensional integration model of “government-university-enterprise-farmer”, Strengthening the protection of intellectual property rights and other measures to improve the risk avoidance ability and effect in the whole process of transformation of scientific and technological achievements of agricultural and forestry universities.
