数字经济背景下，湖北省域副中心城市襄阳市发展软件产业对制造业智能化及城市竞争力提升意义重大。本文结合襄阳企业注册数据与走访代表性企业，识别出本地软件产业四项瓶颈并提出六项对策，可为襄阳及同类三线城市软件产业高质量发展提供参考。

With the digital economy as the core growth engine, developing the software industry is strategically significant for Xiangyang to promote intelligent manufacturing and enhance urban competitiveness. Based on Xiangyang’s enterprise registration data and in-depth interviews with representative firms, this study identifies four key bottlenecks of the local software industry and proposes six countermeasures, providing practical reference for Xiangyang and similar tier-3 cities in pursuing high-quality development of the software industry.
