数字经济背景下个人信息的利用需求与日俱增，受限于“数字鸿沟”，数字弱势群体的敏感个人信息极易被侵害。针对数字弱势群体敏感个人信息保护规则的适用难题，本文有针对性地提出建构安全包容的数字环境、规范敏感个人信息处理的监管机制、完善敏感个人信息侵权赔偿规则等改良建议，以期防范数字弱势群体敏感个人信息安全风险，促进其更好地融入信息社会，共享数字化技术发展所带来的便利成果。

The sensitive personal information of digitally vulnerable groups is highly susceptible to infringement. So this paper proposes targeted improvement suggestions, including constructing a safe and inclusive digital environment, regulating restrictive mechanisms for processing sensitive personal information, and improving rules for compensation for infringement of sensitive personal information.
