近年来,我国密集出台了一系列教育数字化转型相关政策文件,本研究基于政策工具理论,构建“工具类型—协同维度”二维分析模型,通过内容分析法对政策文本进行编码统计,以期揭示政策主体在制定教育数字化转型政策过程中有关校企协同内容设计的表征特征与结构矛盾。同时提出构建数字化转型协同治理新范式、锻造校企协同动力引擎、打通产教融合实践堵点、构筑敏捷治理监测机制等未来政策制定建议,助力教育数字化转型背景下校企协同生态发展。
In recent years, China has issued a series of policy documents related to the digital transformation of education.
Based on the policy tool theory, this study constructs a two-dimensional analysis model of “tool type-synergy dimension”,
and conducts coding and statistics on policy texts through content analysis. The figure reveals the characteristic features
and structural contradictions of the content design related to school-enterprise collaboration in the process of formulating
policies for the digital transformation of education by the policy subjects. At the same time, it puts forward future policymaking suggestions such as building a new model of collaborative governance for digital transformation, forging a power
engine for school-enterprise collaboration, removing the bottlenecks in the practice of industry-education integration,
and establishing an agile governance monitoring mechanism, to assist in the development of the school-enterprise
collaborative ecosystem under the background of educational digital transformation.
