人工智能（AI）作为经济社会发展的革新引擎，正重塑产业格局与社会进步路径。全球范围内，针对AI领域的积极布局已成共识，旨在引领未来发展趋势，巩固国际竞争优势。以常州为例系统性地剖析地方AI产业的既有基础与后发潜力，提出了以“AI+”为核心的创新发展战略目标，通过加强产业基础设施、应用场景牵引、营造发展环境及国际合作等路径，推动地方特色产业人工智能赋能升级，为经济高质量发展注入新动力。

As an innovation engine for economic and social development, artificial intelligence (AI) is reshaping the industrial landscape and social progress path. Globally, there has been a consensus on active layout in the AI field, aiming to lead future development trends and consolidate international competitive advantages. Taking Changzhou as an example, this paper systematically analyzes the existing foundation and potential for later development of the local AI industry. It proposes an innovative development strategic goal centered on “AI+”, aiming to promote the AIempowered upgrading of local characteristic industries through pathways such as enhancing industrial infrastructure, driving application scenarios, fostering a conducive development environment, and international cooperation. This will inject new impetus into high-quality economic development.
