The artificial intelligence industry faces challenges such as core technology limitations, insufficient
industrial chain collaboration, and weak ethical awareness, making it difficult to meet the demands of high-quality
development driven by new productive forces. This paper focuses on the technical foundation, transformation
mechanisms, institutional norms, and talent support to develop a systematic and collaborative innovation path,
promoting the deep integration of industry-education collaboration and value leadership mechanisms. By
optimizing the curriculum system, building high-level platforms, and improving governance structures, the paper
