摘要

在科技自立自强国家战略指引下,科技人才已成为决定产业创新能级的核心战略资源,重点产业尤为突出。本文立足科技情报学视角,构建“隐性特质情报挖掘—供给态势预警”框架,引入多源情报融合方法论,整合心理测评、履历行为等多源数据,提炼出三大核心隐性特质维度,构建双维人才画像与供给预警体系。研究成果既拓展了科技情报服务边界,也为政府、企业及技术经纪机构提供了精准的人才决策工具,为提升技术转移转化效能提供支撑,切实破解重点产业“人才黑箱”难题。

Abstract

Guided by the national strategy of self-reliance and strength in science and technology, scientific and technological talents are the core strategic resource determining industrial innovation capacity, especially in key industries. From the perspective of scientific and technical information science, this paper constructs a framework of “implicit trait intelligence mining and supply situation early warning”. Using multi-source intelligence fusion, it integrates psychological assessment, resume behavior and other data, extracts three core dimensions of implicit traits, and establishes a two-dimensional talent portrait and supply early warning system. The results expand the boundaries of scientific and technical information services, provide an accurate talent decision-making tool for governments, enterprises and technology brokerage institutions, support technology transfer efficiency improvement, and solve the “talent black box” problem in key industries.
