随着国家孵化器管理办法重新调整以及孵化服务概念的重述，传统孵化器处于孵化服务全面转型的迷茫期。新时期下高水平孵化体系应该是什么样的？本研究基于“四链”融合视角，构建了孵化器高水平孵化体系的理论框架，并用合肥创新院孵化器为案例指出理论要素在实践中的应用，为孵化器有序、良性转型提供参考。

With the readjustment of national policies, what should a high-level incubation system look like? This study constructs a theoretical framework for a high-level incubation system from the perspective of Four-Chain Integration and uses HFITI•SIG as a case to illustrate the application of theoretical elements in practice, providing a reference for the healthy transformation of incubators.
