我国稀土资源丰富，但长期以来，我国大多数稀土企业自主知识产权少、高技能人才不足，进而创新能力低。我国明确将实现“高质量发展”作为战略目标，而企业的技术创新能力又是实现高质量发展的关键驱动力。以创新生态系统理论及政策组合理论为理论基础，基于文本分析法在对我国稀土产业企业技术创新政策文本进行梳理的基础上，就当前稀土产业企业创新中政策工具组合不足进行探讨，并基于此对我国稀土产业企业技术创新政策改进提出了对策。

China is rich in rare earth resources. However, for a long time, most of China’s rare earth enterprises have limited independent intellectual property rights, lack highly skilled personnel, and consequently exhibit low innovation capacity. China has explicitly set “high-quality development” as a strategic goal, and the technological innovation capability of enterprises is a key driving force for achieving this goal. Based on innovation ecosystem theory and policy mix theory, this paper employs text analysis to review China’s policy documents concerning technological innovation in the rare earth industry. It discusses the current inadequacies in the combination of policy tools for enterprise innovation within the sector. Based on this analysis, the paper proposes countermeasures for improving China’s technological innovation policies for rare earth enterprises.
