本文聚焦山东省创新型城市的数字化转型进程，从深化数据要素市场化改革、实施产业“强链补链”、推动数字化与绿色化协同、强化区域联动及筑牢安全防线等方面提出针对性政策建议，以期为区域数字化转型提供理论参照与实践镜鉴。

This paper focuses on the digital transformation process of innovative cities in Shandong Province. The paper further puts forward targeted policy recommendations from such aspects as deepening the market-oriented reform of data elements, implementing industrial chain strengthening and extension strategies, promoting the coordinated development of digitalization and greening, enhancing regional linkage, and consolidating the security defense line. These suggestions are intended to provide theoretical reference and practical insights for regional digital transformation.
