本文以“四链融合”（创新链、产业链、资金链、人才链）为理论框架，结合政策协同机制与概念验证中心建设实践，探讨高校产学研新生态的技术转移路径优化。通过案例分析法，揭示四链交互作用下的政策壁垒与制度创新空间，提出“政策协同+概念验证+动态评估”的模式，为破解高校科技成果转化率低的困境提供解决方案。

This paper takes the “integration of four chains” (innovation chain, industrial chain, capital chain, and talent chain) as the theoretical framework, combines the policy coordination mechanism and the construction practice of concept verification centers, and explores the optimization of technology transfer paths in the new ecology of university-industry-research collaboration. Through the case analysis method, it reveals the policy barriers and institutional innovation space under the interaction of the four chains, and proposes a model of “policy coordination + concept verification + dynamic evaluation”, so as to provide solutions to the dilemma of low conversion rate of scientific and technological achievements in universities.
