产学研协同创新是助推区域经济高质量发展的核心引擎，但当前普遍存在高校科研成果落地难、企业技术需求对接不畅的双重现实难题。本文以泰安市产学研协同创新实践为研究对象，聚焦驻泰高校科技成果转化堵点，梳理当地协同发展现状，深挖问题内在成因，构建高校、产业园区、地方产业一体化协同发展实施路径。本文提出以产业需求重塑合作逻辑、依托园区搭建成果转化枢纽、通过制度革新释放人才创新活力，搭建“企业提需求、高校做研发、园区供支撑、市场做检验”的闭环协同创新生态。

Industry-university-research collaborative innovation serves as a core driving force for boosting high-quality regional economic development. Nevertheless, two prevalent practical bottlenecks remain widespread: difficulties in the industrialization of university scientific research achievements and poor connection between enterprises’ technical demands and academic resources. Taking the practice of industry-university-research collaborative innovation in Tai’an City as the research subject, this paper focuses on the bottlenecks restricting the transformation of scientific and technological achievements from local universities stationed in Tai’an. It sorts out the current status of local collaborative development, explores the internal root causes of existing problems, and constructs an integrated implementation path for coordinated development covering universities, industrial parks and local industries. This study proposes to reshape the logic of cooperation guided by industrial demands, build hubs for the transformation of scientific and technological achievements relying on industrial parks, and stimulate the innovative vitality of talents through institutional reform, so as to form a closed-loop collaborative innovation ecosystem characterized by “enterprises putting forward demands, universities conducting research and development, industrial parks providing support, and markets conducting effect verification”.
