知识产权制度是激励创新、赋能产业升级的核心制度供给。本文以湖南省知识产权（宁乡）综合服务中心为服务视角，聚焦运用专利预审这一关键环节，分析专利预审在缩短授权周期、引导高质量创新、服务重点产业等方面的制度价值，并结合宁乡经开区实践，提出扩大备案主体覆盖面、推行批量预审模式、加强专利导航服务、强化人才培育等优化路径。专利预审通过加速创新成果确权，为技术要素市场化配置和科技成果转化奠定权利基础，是衔接创新链与产业链的重要制度纽带。以期为园区用好知识产权制度、推动科技成果产业化落地、实现高质量发展提供参考。

The intellectual property system serves as a core institutional supply that stimulates innovation and empowers industrial upgrading. From the perspective of the Hunan Intellectual Property (Ningxiang) Comprehensive Service Center, this paper focuses on the crucial aspect of patent pre-examination, analyzing its institutional value in shortening the authorization cycle, guiding high-quality innovation, and serving key industries. In combination with the practices in Ningxiang Economic Development Zone, this paper proposes optimization paths such as expanding the coverage of filing entities, implementing a batch pre-examination model, strengthening patent navigation services, and enhancing talent cultivation. The aim is to provide a reference for the park to make good use of the intellectual property system and achieve high-quality development.
