目前，我国正从“专利大国”向“专利强国”迈进，专利工作已从追求数量转向提升质量。本文探讨了在知识产权强国建设背景下，提高专利质量、合理限定权利要求保护范围的重要性与策略。研究发现权利要求保护范围过大会导致授权困难与权利不稳定，而过小则削弱专利保护力度。为提高专利质量，需从申请与审查两端协同发力：在申请环节应加强宣传引导、规范申请秩序、用好专利预审服务；在审查环节应严格把控授权质量、提升审查能力、增强驳回说理。通过系统化的质量提升，有助于培育高价值专利，支撑创新驱动发展战略实施。

Currently, China is advancing from a “patent powerhouse” to a “patent superpower,” shifting its patent strategy from quantity-driven growth to quality enhancement. This paper explores the importance and strategies for improving patent quality and reasonably defining claim scope within the context of building an intellectual property superpower. Research indicates that overly broad claim scope leads to difficulties in obtaining patents and unstable rights, while overly narrow scope weakens patent protection. To enhance patent quality, coordinated efforts are required at both the application and examination stages: During application, strengthen publicity and guidance, standardize application procedures, and leverage patent pre-examination services. During examination, rigorously control grant quality, enhance examination capabilities, and improve the reasoning behind rejections. Systematic quality improvement will foster high value patents and support the implementation of innovation-driven development strategies.
