数字孪生城市建设已成为智慧城市发展的重要方向，并在推动城市治理模式变革中发挥关键作用。从协同治理视角出发，以深圳市CIM平台为案例，剖析数字孪生城市建设中跨部门协同机制，深入揭示深层梗阻对协同治理效果的制约，提出优化数字孪生城市协同治理路径、提升城市治理现代化水平的对策。

The construction of digital twin cities has become an important direction for the development of smart cities and plays a key role in promoting the transformation of urban governance models. From the perspective of collaborative governance, taking the CIM platform of Shenzhen City as a case, this paper analyzes the cross departmental collaborative mechanism in the construction of digital twin cities, deeply reveals the constraints of deep-seated obstacles on the effect of collaborative governance, and proposes countermeasures to optimize the collaborative governance path of digital twin cities and improve the modernization level of urban governance.
