低空经济是培养新质生产力的重要赛道，数字化协同是解决低空经济多主体联动难、监管效率低等问题的重要路径。肇庆市依托“一廊四园多节点”工学研融合的空间格局，具备发展低空经济数字化协同创新的区位及资源优势。本文结合肇庆发展实际，整合了现实基础与发展方案，从空间载体、技术平台等方面分析了主要建设内容，提出优化协同治理、强化要素保障、拓展特色场景、完善风险防控等路径，为肇庆打造大湾区低空经济特色高地做出实践参考。

The low-altitude economy is a critical arena for cultivating new quality productive forces. This paper, contextualized within Zhaoqing’s development reality, synthesizes its existing foundations and strategic plans. It analyzes core construction aspects—spatial carriers and technology platforms—and proposes pathways to optimize collaborative governance, strengthen factor guarantees, expand distinctive scenarios, and improve risk prevention, thereby offering practical references for Zhaoqing to establish itself as a distinctive low-altitude economy hub in the Greater Bay Area.
