France’s National AI Strategy: Strategic Evolution, Security Implications, and Deep-seated Contradictions

Its strategic core features prioritize sovereignty, military orientation, and ethical governance in equal measure. This strategy exerts a dual impact on global security governance: on one hand, it reshapes power structures through rule-based competition / on the other, it exacerbates military security risks. The underlying contradictions lie in the tension between ethics and innovation, the paradox of sovereignty versus cooperation, and the imbalance between public and private sectors. France’s approach reveals the strategic dilemmas faced by middle powers in balancing technological sovereignty with global competition.
