Abstract

In 2025, a questionnaire survey of 80 intellectual property service institutions in Guizhou Province was conducted, analyzing aspects such as institutional structure, service capacity, policy environment, and development challenges. Findings reveal that these institutions are predominantly small and micro private enterprises, with services highly concentrated in traditional agency work and weak capabilities in emerging sectors. Common challenges include vicious competition, poor policy implementation, talent shortages, and inefficient supply-demand alignment. This study proposes systematic measures—enhancing industry regulation, optimizing policy support, establishing talent development systems, and building service platforms—to foster professional and high-end sector growth.
