In the inaugural year of the 15th Five-Year Plan period, comprehensive land consolidation has become
a crucial means to optimize territorial spatial patterns and unleash the potential of rural resources. As a major
agricultural province and a dual pilot province for “comprehensive land consolidation across all regions + rural
revitalization,” Shaanxi Province is actively exploring integrated development pathways for “consolidation +
industries.” However, the current industrial implantation still faces challenges such as insufficient technological
empowerment, poor factor matching, and short industrial chains. Based on the practices in Shaanxi Province, this
paper systematically analyzes the mechanisms and pathways for industrial implantation in comprehensive land
consolidation from the dual perspectives of technological empowerment and state-owned enterprise (SOE) leadership.
It proposes a new model for industrial implantation driven by data, supported by platforms, and centered around
SOEs as hubs, providing references for transitioning land consolidation toward industrial operations and achieving
agricultural and rural modernization.
