Abstract

In recent years, China has issued a series of policy documents related to the digital transformation of education. Based on the policy tool theory, this study constructs a two-dimensional analysis model of “tool type-synergy dimension”, and conducts coding and statistics on policy texts through content analysis. The figure reveals the characteristic features and structural contradictions of the content design related to school-enterprise collaboration in the process of formulating policies for the digital transformation of education by the policy subjects. At the same time, it puts forward future policymaking suggestions such as building a new model of collaborative governance for digital transformation, forging a power engine for school-enterprise collaboration, removing the bottlenecks in the practice of industry-education integration, and establishing an agile governance monitoring mechanism, to assist in the development of the school-enterprise collaborative ecosystem under the background of educational digital transformation.
