Against the backdrop of Guangdong’s “manufacturing as the cornerstone” strategy, this study takes Shantou's talent work during the 14th Five-Year Plan as a sample, focusing on sci-tech talents and industrial policies. It aims to provide empirical evidence for provincial sub-center cities to resolve the paradox of “industry upgrading-talent shortage paradox”.
