(AI)using pre-eminent and ubiquitous artificial intelligence (AI) to transform the public sector into an
entirely new form of service provides opportunities for transforming society from fundamentally different principles
of public-service provision, yielding entirely new modes of government. In so doing, the following paper details the
present status of AI development concerning the public interest. Together with AI risks, such as loss of data ownership
and privacy rights, risks arising from the opacity of the algorithms, social and ethical issues caused by algorithmic
decisions and risks of displacements posed by the development of AI to employment structure, we propose addressing
the scope and the strategy to reduce different kinds of risks from multiple dimensions. It aims to form better and
sound data governance to be reinforced and strengthened, embed ethical considerations in responsible AI, promote
skill transformation of workforce, and achieve synergistic benefits around the globe; all in order to meet the challenge
of constructing a China-pattern for bridging the rigor of theories with the practices of concerns.
