Generative AI reshapes content production, differing greatly from traditional UGC logic, causing misaligned subjects, failed notification rules and hard fault judgment for UGC-era safe harbor rules. Based on existing studies, this paper analyzes its applicable dilemmas and causes, and puts forward tiered subject & fault judgment, optimized notification rules and prior compliance obligations to balance multi-party interests and coordinate copyright protection and AI industry growth.
