Against the dual backdrop of advancing the “Dual Carbon” goals and further implementing the “East Data,
West Computing” project, the coordination of computing and power has evolved into a core model for the integrated
development of energy transition and the digital economy. It also serves as a crucial starting point for western regions
abundant in clean energy to foster new productive forces and advance industrial upgrading. Based on national policy
orientations, industrial development trends and the local realities of Huyanghe City, this paper adopts a combined
methodology of literature analysis and field research. It systematically analyzes the policy opportunities, resource
endowments and practical values of the coordinated computing-power development in Huyanghe City, and thoroughly
identifies prominent bottlenecks including weak industrial foundations, inadequate integration between computing
and power sectors, insufficient network infrastructure support and shortages of essential production factors. From the
perspectives of top-level design, infrastructure consolidation, industrial chain cultivation, network upgrading, factor
guarantee and risk prevention and control, this study constructs a computing-power coordinated development path
tailored to the positioning of Huyanghe City as a frontier division and city. The research findings can offer practical
references for Huyanghe City of the 7th Division to build a demonstration base of green computing power under
the XPCC and a westward cross-border computing hub in Xinjiang, and also provide experience for similar frontier
regions to develop the digital economy relying on clean energy resources.
