Against the backdrop of fostering new quality productive forces and advancing industrial transformation
and upgrading, optimizing university scientific and technological achievement transformation platforms based on
enterprises’ actual technical demands is an effective way to break barriers hindering the integration of innovation
chains and industrial chains. From the perspective of enterprise demand traction, this paper adopts policy text
analysis and case studies to investigate the construction effects and collaborative operation logic of university
achievement transformation platforms in Henan. The study finds that Henan has established a “1+4+N” platform
network and a four-dimensional collaborative system via policy arrangements, and stimulated industry-university
research vitality through university-enterprise cooperation. However, the platforms are confronted with unbalanced
regional development, supply-demand mismatch, insufficient supporting resources and inefficient coordination
mechanisms. Accordingly, optimization strategies are proposed involving differentiated platform construction, closed
loop services, financial empowerment and intelligent governance. The research results support the improvement of
Henan’s innovation ecosystem and provide references for similar platforms in central and western China.
