低空旅游作为低空经济与文旅产业深度融合的新兴业态，是培育区域经济增长新动能、塑造发展新优势的重要抓手。本研究以低空旅游赋能区域经济为研究主题，系统分析低空旅游对于促进区域经济发展的重要性，核心关注其发展面临的三大制度性困境——空域资源稀缺、政府部门监管与执法不规范、安全风险防控不足。在此基础上，本文从空域权属、协同治理、基础设施建设等角度提出针对性解决方案，通过系统性的法治保障破解低空旅游的发展瓶颈，从而真正释放其赋能区域经济发展的潜力。

As an emerging industry deeply integrating the low-altitude economy with cultural tourism, low-altitude tourism represents a crucial lever for cultivating new drivers of regional economic growth and shaping new development advantages. This study focuses on the role of low-altitude tourism in empowering regional economies, systematically analyzing its significance in promoting regional economic development. It highlights three major institutional challenges hindering its development—scarcity of airspace resources, inadequate government regulation and enforcement, and insufficient safety risk prevention and control. In response, this paper proposes targeted solutions from the perspectives of airspace property rights, collaborative governance, and infrastructure development, aiming to break the development bottlenecks of low-altitude tourism through systematic legal safeguards, thereby unleashing its potential to empower regional economies.
