As a vital source of economic vitality and resilience in the national economy, small and medium
sized enterprises (SMEs) have garnered significant attention from the Party Central Committee and the State
Council. In recent years, a strategic direction has been proposed for SMEs to pursue specialized, refined,
distinctive, and innovative development. At present, local governments across China have prioritized
cultivating specialized and refined SMEs as a key driver for high-quality development, improving industrial
systems, and building a new development paradigm. This paper reviews the conceptualization and evolution
of the “specialized, refined, distinctive, and innovative” development philosophy, analyzes the current
state of SMEs in Puyang City, identifies existing gaps and challenges, and offers recommendations such as
emphasizing planning guidance, strengthening policy support, and optimizing enterprise assistance services.
These measures aim to elevate the cultivation of specialized and refined SMEs in Puyang City to a new level
and contribute to high-quality economic and social development.
